3. The Cabinet had before them the following
Memoranda in regard to the China Boxer Indemnity:-
A Note by the Acting Secretary of State for Foreign Affairs (Lord Cushendun) (Paper C.P.343 (28)) covering a Memorandum by the Far Eastern
Department of the Foreign Office containing a
suggestion that all future instalments of the
Boxer Indemnity should be released unconditionally
to the Chinese Government; together with tele-
graphic correspondence with His Majesty's Minister
at Peking, and a Minute of a conversation with Lord
Buxton:
A Memorandum by the Secretary of State for the Colonies (Paper C.P.359 (28)) urging that the sum
necessary for the further development of the Hong:
Kong University should be provided out of the
accumulated instalments of the Boxer Indemnity now
in our hands.
